11月30日から12月2日にかけて、鮒鶴京都鴨川リゾートにて行われた世界民泊協議会『Global ReformBnB Forum in KYOTO』に、歓迎夕食会でのMC及び日本酒プレゼンターとして出演いたしました。

Global ReformBnB概要

Global ReformBnBは、違法なSTR（Short Term Rental、いわゆる民泊）が世界的に問題視されていることを受けて、STRが世界中でどれほど大きな被害を引き起こしているかを明らかにし、公正な法制度の整備を促進することを目的として、世界24か国、30都市以上のホテル協会からの代表者が参加するかたちで2018年11月に発起したUNWTO（国連世界観光機関）に認定された会議である。
Global ReformBnBは、会議を重ねる中で、STRの供給と仲介に対して規制を適用する内容が記載されたガイドラインを作成し、宿泊施設が苦しむ問題やそれを規制する法制度の欠陥等の解決策を見つける為に役立つ最も効率の良い方法となり、Global ReformBnBの参加者に対し、世界のさまざまな観光都市、地域、国の現況に関する、より具体的な情報を提供する共に、世界基準のガイドラインの策定を目的している。

Global ReformBnBは2018年の発足以来、第1回はニューヨーク（アメリカ）、第2回はバルセロナ（スペイン）、第3回はブエノスアイレス（アルゼンチン）、第4回はウェブ開催、第5回はパリ（フランス）と、さまざまな国で会議が開催されてきた中、今回の京都（日本）開催はGlobal ReformBnBが正式な国際組織として発足する第1回総会だったようです。
日本から唯一加盟している全国旅館ホテル生活衛生同業組合連合会青年部（全旅連青年部）が、世界各国のホテル協会を京都に誘致し、会議の開催支援を行なっていました。

特に12月2日は、京都府副知事の鈴木貴典氏（「住宅宿泊事業法及び京都の民泊事情について」）や、国土交通省観光庁観光産業課長である柿沼宏明氏（「日本の宿泊施設が抱える問題共有と観光を日本の基幹産業にするために」）をゲストスピーカーとして迎え、京都市長の門川大作氏が歓迎挨拶を務めるなど、国や京都の観光業界を代表とする方々が一堂に会したフォーラムとなっていました。

会議に参加して・・・

私自身、会議に出席させていただいたことでさまざまな興味深いお話を伺うことができ、大変勉強になりました。

学生時代にフランスやイタリアに留学していた時はよくAirbnbを使ってヨーロッパ旅行をしていたので、利用者として民泊の恩恵を受け、民泊の良い面しか見ていませんでした。しかし今回会議の議論を聞いて、民泊がホテル・旅館業界に歪みを与える可能性や地域の住宅価格に与える影響、さらには利用者に与え得る衛生や安全の危険性といった問題点を認識しました。

会議の中でGRBエクゼクティブプレジデントのディダック・ガルシア氏がお話しされていたように、民泊とホテルが公平なルールで運用されるようにグローバルでガイドラインを定めていくことが、世界中の持続可能な観光業の実現に必要不可欠だと感じました。

Hello everyone.
My name is Risa Isobe, 2022 Miss SAKE.

I participated in the Global ReformBnB Forum in KYOTO held at Funatsuru Kyoto Kamogawa Resort from November 30 to December 2 as an MC and Sake presenter at the reception.

In this blog, I would like to write about the forum.

About Global ReformBnB

Since the hospitality industry is facing a global problem, one which crosses national and city boundaries, the existence of a global forum was required. Working under the umbrella of a brand will help us achieve the goals that it would be very difficult for the hotel associations of the world to achieve individually. The existence of a brand will give a better visibility and legitimacy at the time of completing tasks and taking actions before third parties.

The idea was to create a forum of volunteer collaboration of hotel associations of cities, regions and national and/or supranational levels that works globally in a joint and coordinated way to create synergies and find solutions to the matter of the supply and intermediation of the touristic short-term rentals.

Since its inception in 2018, Global ReformBnB has held its first meeting in New York (USA), the second in Barcelona (Spain), the third in Buenos Aires (Argentina), the fourth on the web, and the fifth in Paris (France).
“Global ReformBnB Forum in KYOTO” this year was the 1st General Assembly for the Global ReformBnB as an official international organization.

All Japan Ryokan Hotel Association Junior, the only Japanese member, invited hotel associations from around the world to Kyoto to support the conference.
They invited Mr. Takanori Suzuki, Vice Governor of Kyoto Prefecture and Mr. Hiroaki Kakinuma, Director of the Tourism Industry Division from Japan Tourism Agency as guest speakers and Mr. Daisaku Kadokawa, Mayor of Kyoto city, gave a welcoming speech.

Takeaway at the conference

I personally learned a lot from the various interesting discussions at the conference.

When I studied abroad in France and Italy as a student, I often traveled to Europian countries using Airbnb, so I benefited from STR as a user and only saw its positive aspects. However, after listening to the discussions at the conference, I became aware of issues such as the potential distortion of the hotel and ryokan industry, the impact on local housing prices, and the potential sanitary and safety hazards to users.

As Mr. Didac Garcia, Executive President of GRB, spoke during the conference, I felt that it is essential to establish global guidelines to ensure that STR and hotels operate under fair rules, in order to realize sustainable tourism around the world.

Je m’appelle Risa Isobe, Miss SAKE 2022.

J’ai participé au Forum mondial ReformBnB à KYOTO qui s’est tenu au Funatsuru Kyoto Kamogawa Resort du 30 novembre au 2 décembre en tant que MC et présentatrice de saké à la réception.

À propos de Global ReformBnB

Le secteur de l’hôtellerie étant confronté à un problème mondial, qui dépasse les frontières des pays et des villes, l’existence d’un forum mondial était nécessaire. Travailler sous l’égide d’une marque nous aidera à atteindre des objectifs qu’il serait très difficile pour les associations hôtelières du monde entier d’atteindre individuellement. L’existence d’une marque donnera une meilleure visibilité et légitimité au moment d’accomplir des tâches et de prendre des mesures devant des tiers.

L’idée était de créer un forum de collaboration volontaire des associations hôtelières des villes, des régions et des niveaux nationaux et/ou supranationaux qui travaillent globalement de manière conjointe et coordonnée pour créer des synergies et trouver des solutions au problème de l’offre et de l’intermédiation des locations touristiques à court terme.

All Japan Ryokan Hotel Association Junior, le seul membre japonais, a invité les associations hôtelières du monde entier à Kyoto pour soutenir la conférence.
Ils ont invité M. Takanori Suzuki, vice-gouverneur de la préfecture de Kyoto et M. Hiroaki Kakinuma, directeur de la division de l’industrie du tourisme de l’Agence japonaise du tourisme, en tant qu’orateurs invités, et M. Daisaku Kadokawa, maire de la ville de Kyoto, a prononcé un discours de bienvenue.

Ce que j’ai appris

J’ai personnellement beaucoup appris des diverses discussions intéressantes qui ont eu lieu lors de la conférence.

Lorsque j’ai étudié à l’étranger en France et en Italie en tant qu’étudiant, j’ai souvent voyagé en Europe en utilisant Airbnb. J’ai donc profité de STR en tant qu’utilisateur et n’ai vu que ses aspects positifs. Cependant, après avoir écouté les discussions lors de la conférence, j’ai pris conscience de problèmes tels que la distorsion potentielle de l’industrie hôtelière et des ryokans, l’impact sur les prix des logements locaux et les risques sanitaires et de sécurité potentiels pour les utilisateurs.

Comme M. Didac Garcia, président exécutif du GRB, s’est exprimé pendant la conférence, j’ai eu le sentiment qu’il est essentiel d’établir des directives mondiales pour garantir que les STR et les hôtels fonctionnent selon des règles équitables, afin de réaliser un tourisme durable dans le monde entier.
